When you place an order and it is delivered, the batteries will be almost fully charged. However, regardless of this, you should still complete a charge before the first use. If it's going into a device that is always connected to the mains and has its charging circuit, like a battery backup for monitoring or alarm system, then you can miss this step as it will do it for you. You only need to complete the charge until the charger indicates it is ready. It probably will not take long. Still, it is essential, so not a step you should overlook.
