When you place and receive an order, you will note that the batteries will be almost fully charged when received. but you should still complete a charge before first use, if it's going into a device that is always connected to the mains like a battery backup for monitoring or alarm system then you can miss this step as it will do it for you. Just charge them until your charger LED lights indicate that they are ready. it will probably not take very long, do not just fit them and roll without this initial charge, it will help to extend the battery life overall.
