You should always charge new batteries when they arrive and before first use. With this type of chemistry, it would be wise to charge as soon as possible after each use. It can be very detrimental for the batteries if they are allowed to sit in a discharged state for any period of time other than absolutely necessary.

It is also very important that you never fully discharge your batteries, as this will dramatically shorten their expected lifespan. It will take several charges and use in the device before the cells will be capable of accepting a full-capacity charge. This is quite normal and common with all new rechargeable batteries. If, for any reason, the batteries are not in use for long periods, ensure they are fully charged before putting them away. They should then be recharged every six weeks to maintain healthy cells.
