You should always charge new batteries when they arrive and before first use. With this type of chemistry, it would be very wise to charge as soon as you can after every use. It can be very detrimental for the batteries if they are allowed to sit in a discharged state for any period of time other than absolutely necessary.
It is also very important that you never try to fully discharge your batteries as this will dramatically shorten the expected lifespan. It will take several charges and use in the device before the cells will be capable of accepting a full-capacity charge. This is quite normal and common with all rechargeable new batteries. If for any reason the batteries are not in use for long periods of time then ensure they are fully charged before putting away. They should then be recharged every six weeks to maintain healthy cells.
