They will come with a good charge, but you should still charge them when they arrive and before first use. If they will be unused for a long period, also recharge every six weeks to keep the cells in good order.
Fully charge the IPC CT90-BT70, BT85, LPTB01422 & LPTB01423 scrubber dryer batteries after every use; leaving them discharged will do them no good. It will take more than 10 uses and recharges before the batteries are ready to accept a full-capacity charge. This is quite normal and part of the conditioning process that all rechargeable batteries go through at the start of their busy lives.
