The will be almost fully charged, but you should still charge them fully before first use, however if it's for something that's always connected to the mains like a monitor or maybe a home or commercial alarm system then you do not need to charge it first as the system will do that for you. the length of time of the first charge will be dependent on the charger, just leave it on until its finished, it will probably not take very long, do not be impatient, wait until this first charge has completed, it will contribute to overall battery life.
