The batteries will dispatched to you almost fully charged, but you will still have to charge them before first use, just charge them until your charger LED lights indicate that they are ready, you might just want to fit them and use, but that would be unwise, missing out on charging them first could shorten overall life expectancy
Most users will not even notice but it will take a number of charges and associated use in your equipment before they are capable of accepting a full capacity charge, this is quite normal and part of the conditioning process, allowing your new batteries to sit without charge is not a good idea, as soon as you have finished using it put it back on charge, you should never deliberately go out of your way to try fully discharge the batteries, this will only reduce its life span and cost you money in the long run, there may be many reasons for the equipment not be used on a regular basis, if there are protracted periods where this is the case then ensure the batteries are charged before hand and then topped up every four weeks but do not leave on a charger for more than 24-hours at a time
