The batteries that you receive from us will be almost fully charged, but you should still charge them fully before first use, while you only need to charge until the charger indicates that its finished it is very important and not a step you should overlook, do not just install and go without this initial charge, doing so can shorten expected life span, it's well worth doing
While is not something that most will even notice but it will take a number of charges and corresponding use in the device before a full capacity charge is reached, this is a normal part of the conditioning process, each time you have used your electric vehicle then you should put it back on charge as soon as you can, do not leave it sitting in a semi discharged state for any longer than necessary, never try to discharge the batteries all the way down, this will only reduce the life span and cost you money in the long run, if there are extended periods where you are not using the batteries you should remember to recharge every four weeks and do not put them away discharged, even partially, do not leave on the charger for more than 24-hours at a time
