The batteries will be delivered with a very good charge, but you will still need to fully charge them before first use; it shouldn't take many hours. It will probably not take very long at all, just until your charger indicates they are ready. This will, of course, depend on the charger capabilities. Make sure you do not miss the initial charge; doing so may reduce overall life expectancy.
Most people won't notice, but it will take a few charges and uses before the equipment reaches full capacity. It's part of the normal conditioning process.
