When your order is delivered to you your new batteries will be almost fully charged, but regardless of this you still need to complete a full charge them before first use, you would not have to do this if it was going in something like a UPS or alarm system as this has its own charging circuit and it will do the job for you, the charger will have LED lights which will indicate whether it is still charging or not, you only need to charge them until they are ready, it probably will not take very long, while you may well be sorely tempted just to fit them and go without charging it's well worth waiting that short period to set them up in the right way before you start
