When you receive your order from us the batteries will be almost fully charged but even so you will still need to complete a charge before first use, however if it's a battery backup for something that's always connected to the mains like a monitor or maybe a alarm system then you do not need to charge it first as the system will do that for you, the time of the first charge will be dependent on the charger, just leave it on until its finished, it will probably not take very long, you might just want to fit them and use, but that would be unwise, unless as stated above, missing out on charging them first could shorten overall life expectancy
