If indeed you are using this in a device as a backup power supply for when the mains falls over like a household or commercial alarm system then there will be no need to charge before fitting as it will have its own charging circuit which Will do a good job of it. If however its going into a portable piece of equipment then you should charge fully before first use, also charge after every use and if not being used then every 4-6 weeks.

Do not try to run down the battery, it will not improve it, in fact quite the opposite, it will reduce life expectancy.
