The batteries will be delivered with a very good charge in them, but even so you should still charge before using for the first time, however if it's for something that's always connected to the mains like a monitor or maybe a home or commercial alarm system then you do not need to charge it first as the system will do that for you, it shouldn't take long, just until the charger lights indicates its ready, if really in doubt then overnight will be more than enough but it's doubtful you would need to leave it on the charger that long, while you may well be tempted to use them without charging if it's going in a portable device its worth completing the charge first
