The batteries will be delivered with a very good charge in them, but even so you should still charge before using for the first time, the only time you do not need to do this is if it's going into something with its own always connected power supply, for example a UPS system, as this will do the job of charging for you, your charger will indicate to you when it has completed the charge, it will probably not take very long depending on the charger, the light will generally change when its ready, do not miss out this important first step, it will help set them up and possibly extend the possible overall life expectancy of them
It will probably not even be apparent to you at all but it will take a number charges, up to ten and associated use in your device before the battery is capable of receiving a full capacity charge, this is quite normal, you should fully charge as soon as you can after every single use, do not leave them sitting in a semi discharged state any period unless really necessary, you cannot rejuvenate this kind of battery by running them down, going out of your way to do so will shorten its life, if not using them recharge every 4 to 6-weeks but do not leave on the charger for more than 24-hours at a time
