The batteries will be delivered with a very good charge in them, but even so you should still charge before using for the first time, you can skip this step if the battery is going in a device with its own always connected mains charging circuit, maybe a UPS system as this will do the job for you, the charger will have LED lights which will indicate whether it is still charging or not, you only need to charge them until they are ready, probably not very long at all, you may well be impatient and use the equipment without charging but it's worth waiting until its fully charged as it will help to extend overall life expectancy
