If you are using this battery in something with its own mains connected charging supply such as a alarm system then there is no need to charge before first use as this will take of it for you and probably do a much better job of it.
If you are using in a more portable device that is reliant on out side interaction for the charging of it then charge fully before first use, charge as soon as you can after each use and if not using for long periods charge every 8-weeks to try to slow down the negative effects of the natural self discharge that will occur over this period.
