The batteries will dispatched to you almost fully charged, but you will still have to charge them before first use, the charger LED lights will indicate whether it is still charging or not, you only need to charge them until they are ready, do not be impatient, wait until this first charge has completed before thinking about using the equipment, it will contribute to overall battery life.
It may be apparent that it will take a few charges and associated use in your electric vehicle before the battery is capable of receiving a full capacity charge, this is quite normal, allowing your new batteries to sit without charge is not a good idea, as soon as you have finished using it put it back on charge, discharging the batteries fully will only reduce their life expectancy, it will do them no good and will cost you money in the long run, if there are extended periods where you are not using the batteries you should remember to recharge every four weeks and do not put them away discharged, even partially, do not leave on the charger for more than 24-hours at a time.
