The batteries will come out to you almost fully charged, but you will still have to charge them before first use, the period of charge need only be until the charger states they are ready, you may well just want to fit them and use the equipment but it's worth waiting until the first charge has completed and it might contribute to over life span
You may or may not notice that it will take a few charges and associated use in your electric vehicle before the battery is capable of receiving a full capacity charge, this is quite normal, charge your new batteries after each and every use, they are capable of many charges but this will be reduced if you run them down in-between, never try to deliberately discharge, this will only reduce overall life span, if for any reason they is an extended period where you are not using the batteries make sure they are fully charged first, then recharge every four weeks but do not leave on the charger for more than 24-hours
